Registered with a domain registrar
If you register your domain name with a mainstream domain registrar, e.g. 123-reg, Godaddy, Fasthosts, Names.co.uk - you will be the owner of that specific domain name for the period of time you specified during the purchasing process.
Registered via a third party
If, however, you employed the services of an external website designer who registered a domain name on your behalf, you may find that they have ownership of that domain name. This would all depend on whether they registered it under your name or under their company name.
If they registered your domain name under their company name, thus claiming ownership of that domain name, you would need to liaise with them to arrange a transfer into your name, or ask them to do any external configurations on your behalf.
